So what is the developers role in the development of Lake Stevens?

Well - they build things! Seems simple right? Oh but they do so much more! But before we get into that let's talk about costs.
Developers pay mitigation fees:

Current General Facility Charges (GFC’s) and mitigation fees paid at the time of development and home construction total $33,225 per single family home!

So before a house is even started to be constructed - the developer or home builder has $33,225 into it. Notice that this does not include the cost of the land or any other actual construction costs.
And these costs continue to rise. These numbers are 4 years old and the Council is now looking to raise them to keep up with inflation and other cost drivers.
